Bryan Jones has been named president of HNTB Corp.’s MidAtlantic division, with more than 580 professionals serving Pennsylvania, Delaware, West Virginia, the District of Columbia, Maryland, Virginia, North Carolina and South Carolina. He had been HNTB Gulf Coast region, which covers Louisiana and Mississippi. The office achieved significant year-over-year growth, the firm says. Jones joined HNTB in 2007 and held management, sales and strategic planning positions.

Zandra Ford

HNTB also has hired Zandra Ford as director of rail operations for the Capital region. She has experience in rail operations, project management, strategic planning, finance and capital budgeting as well as in the federal and state funding process. Ford had worked for New York City Transit, managing line operations and eventually managing service delivery at the Rapid Transit Operations rail control center, where she oversaw seven subway lines.

Balfour Beatty has appointed Dan Novack to be president of its building operations in the MidAtlantic area. He succeeds Mike Phillips in overseeing construction in Washington, D.C., Maryland, Virginia and Pennsylvania. Novack joined Balfour Beatty more than 20 years ago. His experience at the firm includes purchasing, preconstruction, small-business development as well as community and client relations and operations.

Pennsylvania Gov. Josh Shapiro has appointed Michael Carroll as the state’s secretary of transportation. Carroll served as a state representative for 16 years before stepping down last year. He served on the House Transportation Committee.

Jason Dittrich and Karen Schulte have been named stockholders at Mueller Associates, a Baltimore-based engineering firm. They also joined the firm’s leadership team. Dittrich has been its director of business development since 2019. Schulte, who joined the firm in 2006, is a project manager who has overseen design of mechanical and plumbing systems for many construction and renovation projects. The firm also promoted Tom Syvertsen to vice president. Syvertsen, who joined the firm in 2002, had been a project manager. He has overseen many of its largest and most complex projects in the cultural, institutional and historic preservation markets.

Catherine Heath

Catherine Heath has been named CEO of Washington, D.C.-based HYL Architecture. She previously served as the firm’s managing principal, a role that will now be held by Whitney Loke, whose previous title was principal. Valarie Young also was elevated to chief financial officer.

Bala Consulting Engineers has promoted John Brockwell to executive vice president. Based in King of Prussia, Pa., Brockwell focuses on the firm’s structures and technology practices. He previously was principal and mission-critical sector leader. The firm also has promoted Jim Gardler to director of mechanical-electrical-plumbing operations in the Philadelphia office. He previously was senior associate project manager of the firm.

A. Morton Thomas and Associates Inc. has hired Randy Kiser as a senior construction services manager. He had previously worked for the Virginia Dept. of Transportation in the Lynchburg and Staunton districts.

Langan has elevated Sean M. Damon as a principal based in Doylestown, Pa. He is the engineering firm’s environmental practice leader and also oversees its national ecological and human health risk assessment practice.
