Phil MylesPhil Myles has joined Menard USA, the Pittsburgh-based design-build ground improvement contractor, as chief operating officer. Myles, who most recently was Menard’s general manager in the Middle East and Central Asia region, also served as a business unit manager at geotechnical solutions firm Soletanche Bachy. 

STV has promoted Neal T. Wright to senior vice president and federal business development director. Wright joined STV in 2019 as a vice president and business development director for Dept. of Defense clients. Wright previously was a vice president at three other top engineering firms and was also chief engineer of the Virginia Port Authority in Norfolk. He served for 22 years as an engineer branch officer in the U.S. Army, retiring as a lieutenant colonel. He completed his military career as the deputy district engineer for the Baltimore District, U.S. Army Corps of Engineers. 

STV also has hired Dan Corey as vice president and national director of mobility technologies. Corey is based in the firm’s Philadelphia office. He has experience in intelligent transportation systems, electric vehicles and connected and automated vehicles. Most recently, Corey was the director of strategic solutions for the global transportation team at AECOM. Corey has worked for federal, state and local transportation agencies nationwide as well as with private technology companies such as Meta and Microsoft. 

Will WillsonWill Willson has been hired as a vice president and practice leader for risk management for Philadelphia-based Urban Engineers’ project management oversight department. Willson, who most recently worked as vice president for risk management at McKissack, has held several senior positions, including director of risk at Davis Langdon USA, director of risk at Gardiner & Theobald, head of risk management in geotechnical and tunnels at Parsons Brinckerhoff, senior vice president/director of risk management at Faithful and Gould and lead program risk manager for the California High-Speed Rail Authority.  

Nimish DesaiDewberry’s Nimish Desai has been named to a three-year term as national director of the American Society for Highway Engineers. He represents the MidAtlantic region. Desai is based in Dewberry’s Baltimore office. His has experience in civil and highway design, hydrology and hydraulics, drainage, stormwater management, total maximum daily load and erosion and sediment control.

Judy DinelleJudy Dinelle and Yvonne CastilloYvonne Castillo have joined the board of the National Institute of Building Sciences. Dinelle, a building ambassador at 84 Lumber Co., has worked in a variety of positions in the industry, including carpenter, subcontractor and contractor sales representative. Castillo is senior vice president of risk management with Victor US. She leads a team of risk management consultants and advises design firms on business, practice management and liability risks, including emerging trends related to climate mitigation and adaptation policy and strategies, technology and alternative delivery methods. 

Cinzia Cirillo, a professor in the University of Maryland’s civil and environmental engineering department, has been named interim director of the Maryland Transportation Institute (MTI), an interdisciplinary research hub based at UMD. MTI brings together expertise from across the university to advance data-driven research on transportation issues.
